A skilled employee with an offer from a French company gets a «talent» card for the length of the contract, up to four years, with no work permit or labour market test. The threshold is €39,582 gross a year for «talent – salarié qualifié» and €59,373 for the EU Blue Card. The family comes at once and can work.
Salarié qualifié covers a French master’s, an innovative company or an intra-group transfer; the Blue Card covers any degree of three years or more. Without an offer from a French company neither route works. If the salary is below the thresholds, the ordinary salarié card remains; it is covered in the article on working in France.
Who it suits: four routes for salaried work
Since 2025 the former «jeune diplômé», «entreprise innovante» and «salarié en mission» categories have been merged into a single «talent – salarié qualifié» mention with three routes. The EU Blue Card remains a separate category, «talent – carte bleue européenne». The renaming is explained in the overview of all French talent passport categories.
- Salarié qualifié: for graduates of French universities, with a master’s degree obtained in France or a level 1 degree labelled by the Conférence des grandes écoles.
- Entreprise innovante: for those hired by a jeune entreprise innovante or a company recognised as innovative by the Ministry for the Economy, to work on its research and development project. No degree is required.
- Salarié en mission: for employees of an international group transferred to the group’s French company. How this route differs from the ICT card and posting is covered in the article on relocating a business and staff to France.
- EU Blue Card: for specialists with a foreign degree and a high salary, including those who already hold a Blue Card from another EU country.
If you are not being hired by a company but going to do research under an agreement with a laboratory, see the talent passport for researchers; doctors and pharmacists with a non-EU degree have a category of their own; start-up founders should look at the French Tech Visa.
2026 conditions: what you need and what to show
Thresholds are taken from service-public (page checked on 1 June 2026); the amounts were set by the order of 21 August 2025. All salaries are gross per year under the contract.
| Condition | Rule | What to show |
|---|---|---|
| Salary, salarié qualifié (all three routes) | from €39,582 gross a year | Contract and employer’s certificate |
| Salary, Blue Card | from €59,373 gross a year, 1.5 times the average salary | Contract, form 15615 |
| Degree, salarié qualifié | a master’s obtained in France or a CGE-labelled level 1 degree | Diploma |
| Degree, Blue Card | 3 years of higher education or 5 years of experience at a comparable level | Translated diploma, or CV and employment certificates |
| Contract | over 3 months for salarié qualifié, 6 months or more for the Blue Card | Signed contract |
| Innovative company | JEI status or recognition by the Ministry for the Economy, a role linked to the R&D project | Ministry certificate or JEI tax document, employer’s certificate, form 15614 |
| Intra-group transfer | 3 months or more in the group, a contract with the French company | Foreign employer’s certificate of service, mission letter, form 15616 |
For the Blue Card the law also provides a third path: three years of experience within the last seven for professions on a list set by ministerial order (service-public). Check whether the list has been published before applying: without it this path does not work.
Salarié qualifié or the Blue Card: how to choose
If you qualify for both, the deciding factor is not the threshold but what happens after four years. The Blue Card demands a higher salary but gives more rights across the EU.
| Point of comparison | Salarié qualifié | Entreprise innovante | Salarié en mission | EU Blue Card |
|---|---|---|---|---|
| Threshold, gross a year | €39,582 | €39,582 | €39,582 | €59,373 |
| Degree | French master’s | not required | not required | 3 years of university or 5 years of experience |
| Card length | contract, up to 4 years | contract, up to 4 years | contract, up to 4 years | contract, up to 4 years; for contracts under 2 years, plus 3 months |
| Prefecture silence | 4 months = refusal | 4 months = refusal | 4 months = refusal | 90 days = refusal |
| Years towards EU long-term residence | count | count | do not count | count, and can be added to other EU countries |
| Work in other EU countries | no | no | no | up to 90 days in 180, and a move after 12 months |
With a foreign degree salarié qualifié is closed; the options are the Blue Card or an innovative company at €39,582. Why the «talent» card beats the ordinary salarié card (the employer needs no permit and pays no hiring tax) is covered in the section when the talent passport is the better choice. How to get a French master’s is in the article on studying in France.
For comparison, Spain’s equivalent is the highly qualified professional permit and EU Blue Card: it needs a contract with a Spanish company and a salary above the threshold, the permit is issued for up to three years with a two-year renewal, and administrative silence after 20 working days counts as approval. In France the card is longer, up to four years, but prefecture silence means refusal.
Documents and procedure: visa D, ANEF, card
The file is built in two stages: for the visa through France-Visas and for the card on ANEF after arrival. For the card, according to service-public, the documents in the table above are joined by the visa, passport, proof of address less than six months old, a digital photo code and a signed commitment to respect the principles of the Republic; for an intra-group transfer, also a social security posting certificate. Foreign documents are translated by a traducteur agréé.
- Offer and employer’s form. No work permit is needed, and there is no labour market test or hiring tax.
- Visa D marked «talent». The France-Visas form is filed no earlier than three months before departure, then the file goes to the consulate or visa centre of the country where you live. Applying from Russia is covered in the article on how to move to France. The portal still says «passeport talent»; it is the same card.
- After arrival. If the stay is under a year, you get a VLS-TS, validated online within three months. If longer, you get a three-month visa and apply for the card on ANEF within two months. Step by step: the article on life after entering France on a visa D.
- Decision and card. The prefecture issues an attestation de décision favorable, you buy €350 of tax stamps and collect the card in person.
A Blue Card from another EU country is converted without a visa D: if you have held it for at least a year, or six months from the second move, apply in France within a month of arrival (Directive 2021/1883, Article 21). The prefecture then has 30 days to answer.
2026 deadlines and fees
| Stage | Deadline | Amount |
|---|---|---|
| Visa D | apply no earlier than 3 months before departure | €99 per person; in Russia plus €36 to VFS |
| Card application | 2 months after arrival on a three-month visa | — |
| Prefecture decision | 4 months of silence = refusal; 90 days for the Blue Card, 30 days on mobility | — |
| First «talent» or «talent – famille» card | after approval | €350: €300 tax and a €50 stamp |
| Renewal | 4 to 2 months before expiry | €250 |
These are legal limits, not promises. If the visa is refused, the appeal route is in the article on French visa refusals.
Family: the «talent – famille» card
A spouse over 18 and the children get a «talent – famille» card with no family reunification procedure and no waiting period (service-public). The card runs as long as the main applicant’s, costs €350 and allows both salaried work and self-employment, including a micro-enterprise. The spouse’s employer needs no work permit.
The condition is a registered marriage: an unmarried partner does not qualify for this card. The family of a Blue Card holder moving from another EU country applies within a month of arrival. Minor children do not need a card; for travel they get a DCEM, with a €50 stamp. After five years on a «talent – famille» card renewal cannot be refused: it is renewed for four years. Enrolling children in school is covered in the article on schools in France.

Changing jobs, renewal and the path to permanent residence
- Changing employer. No work permit is needed, but the new job must again meet the category’s conditions: threshold, contract, degree. The directive lets the state check a change of employer during the first 12 months on a Blue Card, so it is worth clearing the new contract with the prefecture before moving (Directive 2021/1883, Article 15).
- Renewal. The ANEF application goes in 4 to 2 months before the card expires, with a €250 fee. You show a current contract and a salary at or above the threshold.
- Work trips in the EU. With a French Blue Card you can work in another EU country for up to 90 days in 180 under the directive. In France the same rule for holders of another country’s Blue Card was set by Decree No. 2026-308 of 24 April 2026.
- Moving to another EU country. After 12 months on a French Blue Card you can switch to another country’s Blue Card without a new visa.
After five years in France you can get the ten-year EU long-term resident card: it requires French at B1, the civic exam and stable resources. Years on the salarié en mission route, and those of its family, do not count. The Blue Card has an advantage: years in different EU countries add up, provided the last two were spent in France (Article 18 of the directive).
Naturalisation is available after five years of residence, or after two years for graduates who completed two years of study in France. It requires B2, the civic exam and an interview, with a €255 fee and a decision within 18 months. A resident card is not required for this, and you do not have to give up a Russian passport. Details are in the article on French citizenship.
Common reasons for refusal
- A foreign master’s on the salarié qualifié route. The route requires a degree obtained in France.
- Net instead of gross. The threshold is checked against the annual gross salary in the contract; year-end bonuses do not provide the margin.
- A short contract. The Blue Card needs a contract of six months or more.
- A role unrelated to the project. At an innovative company the work must relate directly to its research and development.
- A regulated profession without authorisation. Lawyers, medical staff and architects need the professional body’s approval before applying.
Example: an €85,000 offer and a family of four
A data specialist from Moscow with a Russian degree receives a permanent offer from a Paris fintech at €85,000 gross a year. His wife wants to work, and the children are 8 and 14. Salarié qualifié is closed to him because of the degree, while the Blue Card works with a €25,627 margin over the €59,373 threshold.
| Item | Calculation | Amount |
|---|---|---|
| Visas D for the adults | 2 × €99 + 2 × €36 VFS | €270 |
| First cards: Blue Card and «talent – famille» | 2 × €350 | €700 |
| DCEM for the children after the parent’s card | 2 × €50 | €100 |
| Total excluding children’s visas | children’s visa fees at the France-Visas rate | €1,070 |
| Impatriate regime with the 30% option | 30% × €85,000 | €25,500 a year free of income tax |
The wife gets a card for the same period and can start work immediately. If a relocation bonus is agreed with the employer or 30% is written into the contract, that part of the salary is free of income tax until the end of the eighth year; the conditions are in the section on the impatriate regime.

Frequently asked questions
What salary do I need for an EU Blue Card in France in 2026?
At least €59,373 gross a year, which is 1.5 times the average salary under the order of 21 August 2025. You need a contract of six months or more and a degree from three years of higher education or five years of experience at a comparable level. The threshold is checked against the gross salary in the contract, not take-home pay.
Can I get a talent salarié qualifié card with a Russian degree?
Not on the salarié qualifié route: it requires a master’s obtained in France or a CGE-labelled level 1 degree. With a Russian degree, the options are the EU Blue Card from €59,373 a year or work at an innovative company from €39,582 a year, where no degree is required.
Can I change employer on a French Blue Card?
Yes, no work permit is needed, but the new job must meet the same conditions: the €59,373 threshold, a contract of six months or more and the qualification. During the first 12 months the state may check a change of employer, so it is worth clearing the new contract with the prefecture before moving.
Can my wife work or start a business if I hold a talent card?
Yes. The spouse gets a «talent – famille» card for the same period as the main applicant and can work as an employee or be self-employed, including running a micro-enterprise. The employer needs no permit. The condition is a registered marriage, and the card costs €350.
Do I need French for an EU Blue Card in France?
Not for the card itself: the «talent» card and the family card do not require A2 or the civic exam. French will be needed later: B1 for the EU long-term resident card after five years and B2 for citizenship.
How long does a French Blue Card application take?
If the prefecture is silent for 90 days, that is a refusal, or 30 days for someone who already holds a Blue Card from another EU country. On the salarié qualifié routes, four months of silence counts as refusal. These are legal limits; the real time depends on the prefecture.
Can I move to France with a Blue Card from another EU country?
Yes. If you have held a Blue Card in another EU country for at least a year, or six months from the second move, no visa D is needed: you apply for the French card within a month of arrival. The family applies within the same month.
Do years in another EU country count towards permanent residence in France?
For a Blue Card holder, yes: years in different EU countries add up for the EU long-term resident card, provided the last two were spent in France. On the salarié qualifié routes only years in France count, and years on an intra-group transfer do not count at all.
