French talent passport for artists and authors: conditions, income and family in 2026

The French talent passport for artists is the «talent – profession artistique et culturelle» card for performers and authors: musicians, actors, painters, writers. The 2026 condition is resources of at least €1,306.91 for each month in France, with at least 51% from artistic work. The card runs for the length of the contracts, up to four years, and allows employed and self-employed work.

The family comes too. The route has a low money threshold and a strict question: who are you as an artist. Capital does not help here; what counts is contracts, commissions, a gallery agreement or royalties. Below: who qualifies, how the threshold works, the two files (employed and self-employed), documents, the steps from visa to card, fees, family and the path to permanent residence and citizenship. All twelve routes are covered in the article on all talent passport categories.

Who the artist and author card is for

This card is what people usually mean when they look for a creative visa for France: to relocate, an artist gets a D visa marked for the talent card, then the card itself. The category is set by Article L421-20 of the immigration code (CESEDA), and who qualifies is defined by the intellectual property code (service-public). Two groups fit:

  • Artiste-interprète: a person who acts, sings, recites, declaims, plays or otherwise performs a work, a variety, circus or puppet act (CPI, Article L212-1). Extras (artistes de complément) are excluded.
  • Auteur d’œuvre littéraire ou artistique: the author of a work listed in Article L112-2 CPI: books, music, choreography, film, painting, sculpture, photography, graphic art, architecture and more.

That draws some lines people trip over. Teaching music or drawing is not in itself performing or authorship: a teacher’s salary can count towards total resources, but it is hard to count it in the 51% artistic share. A director, camera operator or designer working on commercial orders should show the authorial side: rights in works, credits, publications. If you have a big name and income of at least the annual SMIC, compare the «renommée» category, covered in the section on researchers, artists and well-known people and in the article on the talent passport for national or international renown.

Short tours do not need the card. Employed work of up to three months at cultural and artistic events, in film, television, live performance and recording is exempt from a work permit (Code du travail, Article D5221-2-1). A visa is still needed under the usual rules, and relocating requires the card.

2026 conditions: the resources threshold and contracts

The threshold is tied to the minimum wage. From 1 June 2026 the SMIC is €22,404.20 gross a year, and 70% of the monthly figure is €1,306.91 (service-public, checked 1 June 2026). It is counted for each month you will spend in France: for a year that is €15,682.92, of which at least €7,998.29 must be artistic.

Conditions of the «talent – profession artistique et culturelle» card, 2026
Condition Rule What to show
You are an artist or author artiste-interprète (CPI L212-1) or author of a work (CPI L112-2) Diplomas, posters, programmes, reviews, exhibition catalogues, publications, rights agreements
Resources at least €1,306.91 for each month in France, 70% of the gross SMIC Contracts, commissions, gallery agreement, royalty statements, grants, bank statements
Artistic share at least 51% of resources from artistic or authorial work, from €666.52 a month A month-by-month breakdown: which sums are artistic and which are own income
Contracts if employed at least 3 months in total over 12 months, with organisations whose main business is creating or exploiting works Contracts and the employer’s cerfa 15617*01 form
Project if self-employed the nature and length of the project in France Gallery or publishing agreement, commission, exhibition or tour plan
Unemployment benefit does not count towards resources —

Own income, such as a grant, a scholarship from your home country, an annuity, rent, a pension or royalties, covers the rest of the threshold (Interior Ministry document list). The rule does not say outright whether the prefecture measures the 51% against the threshold or against everything you show. So if you have a large rental income, it is wise to keep artistic income above half of the total you declare and to show capital separately as a reserve.

Employed or self-employed: two files

The card allows both employed and self-employed work, but the files differ (service-public).

Artiste salarié. Your contracts with theatres, orchestras, producers, film studios or labels add up to at least three months over a twelve-month period. The employer is an organisation whose main business creates or exploits works. It fills in cerfa 15617*01 with the contract details; where required, its entrepreneur de spectacles licence is attached (France-Visas). The employer needs no work permit and pays no tax for hiring a foreign national.

Artiste non salarié. There is no employer: you show that you are an artist or author, describe the project in France and its length, and prove resources with a gallery agreement, an art commission or a publishing contract. Painters, writers and composers take this route. Where to register after arrival and how royalties are taxed is a separate question; start with the article on taxes in France. Whether you can run this activity as a micro-entrepreneur, and which cards allow it, is covered in a separate article.

A business around your own studio or production company is a different category, «porteur de projet» with €30,000 in the project: see the talent passport for entrepreneurs. If you teach or do research at a university under a hosting agreement, your category is the talent passport for researchers.

Documents

The basic set for the ANEF application is the same for every talent card: a visa D or valid residence permit, passport, proof of address under six months old, a digital photo code and a signed commitment to respect the principles of the Republic (service-public). Category documents come on top:

  • Proof of status. A conservatoire, drama or art school diploma, posters and programmes, reviews, catalogues, book covers, filmography, statements from collecting societies.
  • Resources. Employment and engagement contracts, commissions, a gallery agreement, royalty statements, a grant or scholarship, documents on annuities, rent, pensions.
  • Employed: cerfa 15617*01 from the employer; self-employed: a description of the project in France with dates.

Foreign documents are translated by a sworn translator (traducteur agréé at a court of appeal); whether they need legalisation or an apostille is covered in the section for Russian nationals. The prefecture may ask for explanations after filing, for example proof of copyright or a schedule of work in France. Answer with new documents, not the same copies.

Steps: visa D, ANEF and the card

  1. Contracts or project. First engagements, commissions or a gallery agreement, then the employer form if you are employed.
  2. Talent visa D. An application on France-Visas, filed at the consulate or visa centre of the country where you legally reside, no earlier than three months before departure. How it works from Russia is in the article on moving to France.
  3. After entry. If engagements are shorter than twelve months, you get a VLS-TS, validated online within three months, with no separate card needed (France-Visas). If longer, a three-month visa, and the card application goes through ANEF within two months of arrival. Steps and travel documents are in the article on life after entering France on a visa D.
  4. Card. It runs for the length of the contract, up to four years (service-public). After approval: an attestation de décision favorable, stamps from timbres.impots.gouv.fr and collecting the card in person.

If the consulate refuses, a complaint to the CRRV has only 30 days; see the article on a French visa refusal. Four months of prefecture silence is also a refusal, with two months left to challenge it.

Fees and deadlines for 2026

Payments for the artist card, 2026
Payment Amount When
Consular fee for a visa D €99 per person on application
VFS Global service fee in Russia €36 per file, paid in roubles on application
VLS-TS validation €300 within the first 3 months
First «talent» or «talent – famille» card €350: €300 tax and €50 stamp duty on issue
Card renewal €250; €180 more for a late application 4 to 2 months before expiry

The amounts match our guides to moving to France and all categories. There is no statutory deadline for issuing the visa: two months of consular silence counts as a refusal, so do not set your first engagement a month after applying.

Family: spouse and children

The spouse and minor children use the simplified «famille accompagnante» procedure and get a «talent – famille» card without family reunification (service-public). It costs €350, runs for the remaining term of the main applicant’s card and lets the spouse work as an employee or self-employed. A registered marriage is required. Children under 18 need no card: for travel they get a DCEM for €50, see the section on DCEM for children.

Renewal, resident card and citizenship

Renewal is filed online four to two months before the card expires, showing that the conditions still hold: new contracts, commissions, income above the threshold with the same artistic share. Unemployment benefit does not count, so intermittent du spectacle payments alone will not carry a renewal.

  • Language and exam. The talent card sits outside the integration contract: neither it nor its renewals require A2 or the civic exam.
  • 10-year EU long-term resident card. After five years of lawful residence, with B1 French, the civic exam and stable resources. Conditions are in the article on French residence permits.
  • Citizenship. After five years: B2 spoken and written, the civic exam, an interview and a €255 fee. For an artist the key question is stable income; details in the article on French citizenship.

Common reasons for refusal

  • The artistic share is below 51%: the main income is teaching, unrelated employment or an annuity.
  • Contracts total less than three months over twelve, or are with companies whose main business has nothing to do with works.
  • Unemployment benefit is included in resources.
  • Authorship is not proven: a portfolio without contracts, rights or publications.
  • Work as an extra or as technical staff instead of a performer.
  • A project in France with no dates and no money: «I will exhibit» instead of a gallery agreement.
  • Missed deadlines after entry: three months to validate, two to apply through ANEF.

Example: a painter with family and capital

A painter from Moscow moves to Lyon with his wife and seven-year-old son. He has a 24-month gallery agreement with an advance of €900 a month and a commission worth €6,000 for the year, giving €1,400 of artistic income a month. He also lets a flat in Moscow for €1,000 a month, and the family holds substantial capital from the sale of a business.

Threshold and costs: a painter, his wife and son, 2026
Item Amount Takeaway
Monthly threshold €1,306.91, of which from €666.52 artistic The €1,400 artistic income covers the threshold even without rent
Income shown €1,400 + €1,000 = €2,400 a month Artistic share 58%, above 51% whichever way it is counted
If €5,000 a month in dividends is added artistic share 19% Risk: the prefecture may measure the share against the whole amount
Family payments €297 visas + €108 VFS + €700 two cards + €50 DCEM €1,155 in the first year

A 24-month agreement is longer than a year, so the family gets three-month visas and applies through ANEF within two months; the card will most likely match the agreement’s term. The capital is shown as a reserve and as the source for renting a home; the rental file is covered in the article on renting in France. If artistic income is still small but money is plentiful, the honest option is the visiteur visa, which does not allow work.

If you are an artist or author thinking of moving, describe your contracts and income and we will check free of charge whether the file meets the 51% test and what to strengthen.

What we do for the French talent passport

  • We check whether your income and contracts meet the artist and author card threshold and build the file.
  • We check whether you qualify for the talent passport for business founders: a project, €30,000 to launch it, a master's degree or five years of experience.
  • We prepare the business plan and the file for project approval by the French Ministry of the Economy.
  • We handle the visa application through France-Visas and the French consulate in the country where you live — you do not need to travel to France to apply.

Frequently asked questions

What income do I need for a French artist talent passport?

At least €1,306.91 for each month in France, which is 70% of the gross SMIC from 1 June 2026. At least 51% of these resources must come from artistic work, that is from €666.52 a month. The rest can be covered by an annuity, rent, a pension or a grant.

Who counts as an artist for the talent card?

A performer within the meaning of Article L212-1 of the intellectual property code, such as an actor, musician, singer, dancer or circus artist, or the author of a literary or artistic work under Article L112-2. Extras are not covered.

Can a music teacher get the artist talent passport?

Only if most of the resources come from performing or authorial work. Teaching in itself is neither performance nor authorship: a teacher’s salary can be shown as part of total resources, but it is hard to count it in the 51% artistic share. Concerts, recordings and royalties need their own proof.

Can I apply as a self-employed artist without a French employer?

Yes. The card allows self-employed work. Instead of contracts and the cerfa 15617 form, you prove your status as an artist or author, describe the project in France and its length, and show resources: a gallery agreement, an art commission, a publishing contract, royalties.

Does unemployment benefit count as income?

No. Unemployment insurance benefit, including intermittent du spectacle payments, is not counted towards resources for this card. You need contracts, fees, commissions and own income.

How long is the card issued for an artist?

For the length of the contract or engagements, up to four years. If engagements are shorter than a year, a VLS-TS visa is issued, which itself serves as a residence permit. The card is renewed as long as the conditions hold.

Can an artist’s wife work in France?

Yes. The spouse gets a «talent – famille» card for the same term without family reunification and can work as an employee or self-employed. A registered marriage is required, and the card costs €350.

Do I need French for the artist talent passport?

Not for the card or its renewals: the talent card sits outside the integration contract. Language comes later: B1 for the EU long-term resident card after five years and B2 for citizenship.

Can I come on tour without a talent passport?

Yes, if the employed work lasts no more than three months: cultural and artistic events, film, television, live performance and recording are exempt from a work permit. A visa is obtained under the usual rules, and relocating requires the card.
